I am not at all sure how accurate my opinion is, after just hearing this over the crappy speaker in my phone, but your pump sounds like it has air in it and the relief valve will sound funny when air bubbles are going through with the water... I assume you're using your reservoir (That it's not plumbed in). Pull the reservoir out and look at the valve in the bottom, look at the big red o-ring. Everything look normal? Lift and lower the reservoir, in its proper position, to make sure it's well seated. If that valve isn't properly opened by being low enough in the machine, the pump could be sucking air rather than water.
