My oscar makes an audible buzzing sound when I turn it on each morning for about 3 seconds and again maybe 1 minute later for couple of seconds.
Is this normal?

I take it this is NOT the sound of the Ulka pump topping off the boiler? Can you make a video or recording? Does it sound like a 60Hz ground hum?

Your description sounds like a loose electrical wire or connector, Best to look around with the cover off, maybe in the dark to see it glow.

I finally figured how to make video. I put video on utube just copy below link into your browser and you'll go straight to u-tube video. The buzzing sound occurs after I power machine on and then stops. I bought machine used and it makes wonderful espresso. Date on bottom of machine indicates machine is 8 years old. I've have machine a few months and back-flush once a month. I dont think machine has ever been descaled. I have a water softner system in my house so my water should not be that hard.

Just sounds like the boiler filling to me.  Mine sounds the same only longer than the one you taped.

When you shut down your machine, a little bit of water from the steam that was inside the boiler condenses inside, minimally lowering the water level through normal evaporation. When you power your machine on, these brief buzzes will happen almost certainly as the pump tops off the boiler and the autofill probe is satisfied you're at full capacity. The bubbling and gurgling is your heat element starting to boil the water (the left lamp indicates your heating element is active). Your machine looks like it's in fine shape. Just remember to plainwater backflush at least every day. That gets 90% of the crud out. It's good that you have a water softener because descaling the Oscar is a concept by which we measure our pain.
