The tube on the left is the pickup tube. I see no water being pulled into the tube (a couple of spurting bubbles).
The pump has an airlock & cannot pull/draw the water uphill. If you have a clean turkey baster, fill it with water & hold the pickup tube above the level of the pump to assist in priming the pump with water.
If you don't have one, try a small Pyrex measuring cup to fill the tube with water while holding it up vertically. This will work as I've done it before. In several seconds the pump should pull the water inside & be primed. If not, you can blow into the end of the tube to slightly pressure assist priming the pump faster. You can now put the tube back inside the water tank & any slight air bubble/s will or should be quickly evacuated.
Don't let the tube or pump run out of water as you'll have to do it all over again.
