So I have the V2 of the Rocket Giotto Evoluizione, purchased from the UK's Bella Barista. I've contacted the firm about this but disappointingly have not had a reply.
When the machine is warming up, what I take to be the vacuum release valve vents steam through the top of the machine, via the cup holder (which has perforations, which makes me think this is an expected behaviour), for a couple of seconds. The valve quickly shuts and the machine operates flawlessly. I'm just wondering if this brief blast of steam is a standard behaviour. I'd be worried if this causes a build-up of steam inside the machine.

This is completely normal behavior. As the boiler heats up and builds pressure, the vacuum breaker valve closes. You're hearing the release of steam during the valve closure. It lasts for a few seconds. The valve is at the top of the boiler underneath the cup holder. So, the short release of steam goes out the top of the machine.
