The group of parts labled 66 is the connection where your water from the pump flows past the relief (OPV) valve and enters the boiler. I would say clean it up really well and test your pressure again to see if that makes it more stable (Not changing with heat-swelling) and potentially closer to your desired pressure. The tighter the spring 64 is holding the valvetip 63, the higher the pressure goes before the valve starts relieving it. Replacing or doubling up the washer 54 to back off of the spring would lower the relief pressure.
