If you open the steam valve and run the pump (Press the brew button), does water come out of the steam wand? If not, the pump may not be primed and the boiler isn't full. But you said you primed it, so... If so, leave the brew switch on and close off the steam valve.. Does this cause the pump to stall? Does it cause water to flow over the relief valve and back to reservoir/drip tray or wherever it goes? (Sorry, I have never looked in one of these Philips machines). Or does it cause water to come out of the brew-head/group? If so that's good, though if it stops with the portafilter reinstalled, then you've proven the problem to be in the portafilter (Or possibly a very weak pump, but not likely). If the shop you bought it from can't tell you whether or not it has a resettable high-limit thermostat, and isn't offering to fix it for you, you could open it and look. On Imat machines, the threeway valve won't open if the high-limit is off, that thing may be similar, though a pressurized-handle machine like that might be a valvolina type machine, not a three-way-brew-valve type. If everything works, even with the portafilter in, but doesn't work with grounds in, then the coffee is too finely ground or (Again) the pump is terribly weak.
