A little more information would be helpful. How old is the machine? How long have you had it? Which grinder do you use? Have you dialed it in? How fresh are the coffee beans? How do you prepare your shots? Which of the two manumeters of your Anita shows a pressure of 1.3 bar? Is this just a recent issue or have you had that problem from the start?

The Anita has two manometers. One is for boiler pressure, the other is for brew pressure.
The one that reads between 0-3 bars is your boiler pressure manometer and should read between 1.0 to 1.3 bars. It is normal for it to hover between 1.1-1.2 bars while sitting at idle. The purpose of a boiler manometer is to let you know that your boiler pressure is suitable. Too high and your OPV (Over Pressure Valve) could open up or your brew temperature will be too hot. Too low and your machine either isn't ready or your brew temperature will be too cool. (Not to mention steaming power will be anemic.)
You should have a backflushing disc or a blind portafilter basket. When you install it and run the pump, what does the brew pressure manometer read? It should read approximately 9 bar.
In saying that, are your shots pulling fast? You should be aiming for 2 fluid ounces of coffee in about 25 seconds, give or take 5 seconds. (Adjust to taste.) How much are you dosing in your portafilter? The Italian standard is 14 grams for a double shot, but some members on this board dose approximately 16 grams for better taste.
