I've got an Isomac Relax, which I like. I'd like to go plumbed. I'd like a rotary pump, HX machine I think. Needs to be on 15a or 20a 120v. I'd like to move to an e61 group or full group. Would be likely looking used.

You could take a look at the Rocket Espresso Cellini (or Giotto) Evoluzione V2, which has a rotary pump and the option to switch from water tank to plumbing, or the Rocket Espresso R58, which is a dual boiler with the same options. The Cellini (or Giotto) is also available as Professionale version, which is exclusively for direct water connection.
Other E61 espresso machines with rotary pump and both options (water tank and plumbing) are the German ECM Technika and ECM Mechanika IV in the Profi WT-WA version.
The Vibiemme Domobar Super is also available with these options.
Then there's of course the mother of all E61 machines, the Faema E61 Legend S1.
The Bezzera Mitica is available with both, rotary pump and plumbing, so is the Bezzera Guilia.
The Elektra Sixties Deliziosa T1 fits your requirements as well, exept that is has automatic volumetry. However, there used to be a lever model. Maybe you could find one used or refurbished.
Well, I guess you're spoilt for choice, aren't you? After all, you wouldn't go wrong with any of those machines.

It doesn't fit your profile, but has a PID, which makes perfect sense on a dual boiler machine. By the way, the Rocket Espresso R58 is also PIDed. I didn't mention the Expobar Brewtus IV-R, because you specifically asked for HX machines. The R58 was just an afterthought.
