I was under the impression with those baskets you did not tamp at all. Just bump it down on counter then try it. What grinder are you using? If its grind is nonuniform, you may be getting a granule that is plugging it. Try some already ground coffee as a test. It won't taste good, but its a start.

Older models of the Gaggia Classic came with a perfect crema system in the form of a rubber divice located under the filter basket. You were able to take it out in order to get a regular brewing system. Nowadays the pressurization is built within the filter basket itself in the form of a double bottom. You have to get regular filter baskets in order to depressurize the brewing system.
As long as you use the pressurized portafilter you simply shouldn't tamp at all. However, in order to get the best espresso possible with you machine you should get rid of the perfect crema system.
