Several of the really good Portland, Oregon cafes, such as Water Avenue, Coava and I think Barista, offer flat or sparkling water to espresso customers.

A really great shop here in Spokane (Indaba) does this as well. Bobby, the owner, gave me some sparkling water for the purpose of cleansing my palate before the shot.

The first time I encountered this (at Intelligentsia) I assumed it was for after the shot, and since then I always have had a few ounces of Pellegrino after my shots. I really enjoy the contrast between the two.

 
There's a big difference between drinking coffee to wake up and waking up to drink coffee.

Personally, I drink the water after for just that reason.

(Yes, I enjoy the lingering coffee for a bit... but then, for whatever reason, I tire of it and want to clear my palate.)
