I haven't taken it apart in a while, so going by remembry... once you have the center burr off, I think you just have to pull the spring off the bottom. Then, rotate the center shaft until the ears line up with the lower bearing notches, and pull it straight out the top. The lower bearing can be free-rotating, it does have a place to sit and stay unrotating, but it doesn't take much for it to release and spin with the shaft. Just use a flashlight and you'll see the notches that need to line up with the ears of the shaft.

I still use this mill on occasion, but I find that the modifications just don't last that long, about 2kg of coffee and then the center shaft begins to develop slop.
The burrs work very well if they are secure and concentric - but this whole assembly is only $30 and it's made of plastic, so we shouldn't be surprised that it is suboptimized. Modifications to improve the center burr stability make the adjustability more difficult (like making a locknut to lock the center burr exactly at a certain length along the shaft and eliminate ALL wobbling).
It's possible to put the center burr on a multi grooved spline shaft, but that center shaft (at that size) would be a true pain to manufacture. It's a good way to turn a $30 grinder into a multihundred dollar grinder... and since OE makes such gorgeous stuff why reinvent the wheel... er... grinder?
