Any cheap stove-top kettle may, in this way, be used to direct water with precision.
But not just precision. Consistent velocity. The balls create a lot of drag (turbulent flow), resulting in a "terminal velocity" of the water. As long as the balls are held at the surface of the slurry, it's possible to do a near zero-velocity pour.
A couple years ago at GCBC I showed a variation of this that basically does do a zero-velocity pour. But I'm finding the double-loop ball chain approach nearly accomplishes that, while providing better control.
Many sizes of ball-chain are available in both stainless steel and aluminum. I haven't decided what I like best -- except to say that small chain seems less helpful.
