It's certainly true that the bean plays a major role in the body of the brewed coffee, but roasting also plays a part.

With either an electric stovetop popper you will be able to roast to whatever level you like. The difference is that the electric popper will reach any given level much faster than a stovetop popper should. So if you roast the same beans to, say, a City roast, the beans roasted in the electric popper will probably have more acidity, while the beans roasted on the stove will probably have more body, even though they're the same color. If you like light-medium roasts, you probably appreciate a good level of acidity, so I think the electric popper is a better bet, unless you need to roast in larger quantities. It's certainly easier to achieve an even roast in an electric popper than on the stove.

For what it's worth, I own the stainless steel version of the whirly pop and I use it (for coffee roasting) on my Max Burton portable induction cooktop.  I also live in an apartment, and because of the smoke, like to roast on my balcony when weather permits.  If you do end up roasting outside, be advised that not all extension cords can supply 1800W of power.  You'll want a cord rated to 15Amps.
