If the heater power is regulated by a triac circuit (using phase angle control), then your Kill-A-Watt may not be able to measure either the watts or the power factor correctly. The chopped sine wave may be fooling it?

I see what you mean. I wonder if there is some other way to measure the power going to each heater?
In any case, my spare set of heaters (a 116v and a hotter 110v) just arrived in the mail. Now I need to decide if I should risk swapping the 110v to dual 116v, or just leave good enough alone. Hmmm.
Not sure if it's a triac or thyristor (or whatever). In any case, I'm relieved to see now my Quest is getting less than the 1000W at the heaters when pulling 10A (and not 1200W or rather VA, as I originally thought).
So am I right to assume because the controller limits the real power by 20%, the roaster can safely use a 100V x 600W heater operating 20% beyond the voltage spec? If that's the case, I'll likely keep the hotter left 100V heater, since I prefer to have the extra heat for larger batches.

This graph from my kill-a-watt might give people a better idea of how the power control works on my Quest.
I typically run between 9A and 10A (with 120V) for a 150g to 200g roast, but I can go all the way to 10.5A safely without exceeding the max power rating of 1050W (because of the phase fired controller).
